Ombudsman Naim Qeliaj has said that after the assassination of Arlinda Zekaj in Vitomirica of Peja, institutions should reflect on the actions they took and the responsibilities they have had to prevent such cases.
On the show “Debat Plus” in Dukagjin, Celaj has said that beyond common shock statements, institutions should consider whether they have done enough to protect the lives and security of citizens.
Besides what’s become common rhetoric by showing how shocked we are, I think the first thing we have to do when such cases occur is to reflect what we’ve done, what our actions have been under the competencies and responsibilities we have to avoid such cases, Celay has declared.
He has stressed that the main responsibility falls on the police and justice system, like authorities directly responsible for the security and life of citizens, but has added that the rest of the state structure is not exempt from responsibility, including the ombudsman institution.
Celaj has said that, according to him, he has not previously accepted any complaints concerning the case of Arlinda Zekiaj, but has stressed that in sensitive cases he commits himself to see what information the institution is running.
I, as far as I know, never wrote us. I can’t remember all the complainers, but when there are sensitive cases, I immediately engage to see what we have for the occasion. I don’t say that if it had been addressed to us, it would have changed the case, but I strongly believe that all of the state’s links should have been seen if they had done enough to prevent such cases, which unfortunately are repeated cases, it has been expressed.
During the discussion, the Ombudsman has also talked about the extent of domestic violence in Kosovo, saying that the number of reported cases does not necessarily present the whole reality, as some of the violence remains unreported.
What the statistics publish is only part of. There are over 2 thousand and 500 cases of domestic violence and there may be more within unreported walls. But the mechanisms have failed, has declared the key.
