What was in the cards between prisoners of Dubrava and Lipjan? Card and folder V ALA under suspicion of narcotics, two more cases are discovered

An envelope with a written card and a VLA filler has raised doubts about an unusual way of introducing narcotics into Kosovo’s corrective institutions. Correspondence between a prisoner in Dubrava and a prisoner in Lipjan has become the target of investigation, as correcting officials have suspected that the material inside the envelope could have been sprayed with narcotics. But the case has not remained isolated: Two other cases have been recorded behind it, which are already being handled by authorities.

Signal Journal sources suggest that the initial case was recorded on July 31st 2026 at the Dubrava Correcting Centre in Istog.

According to information from the signal, at the centre of the investigation is the F.S., imprisoned in Dubrava, who corresponded through letters with a prisoner at the Women’s Correct Center in Lipjan.

During a check, the correctional officials had decided to open one of the envelopes to verify its contents.

A written card and a filler of the operator were found inside V ALA. However, officials ‘ doubts were related not only to items found but also to the possibility that the material was sprinkled with narcotic substances.

For this reason, the envelope has been confiscated for further examinations in order to determine whether it contains prohibited substances.

Two Other Cases Increase Doubts

The information provided by the Signal newspaper indicates that after the first envelope was identified, correcting officials have noted two other similar cases.

This has led authorities to consider the possibility that correspondence among inmates may have been used to transport narcotics.

However, until this stage it has not been confirmed that any narcotic substance has been identified in the sequentised envelope or in other cases.

In case and in materials found, the State Prosecution has been announced, which has directed the initiative of the procedure for criminal work, unauthorized possession of narcotics, psychotrope or analogue substances.

The investigation has been passed to the relevant unit of the Directorate for Narcotics Trafficking Investigation in Pec.

It now remains to determine whether it is a common correspondence between prisoners or an alleged attempt to introduce prohibited substances to corrective institutions through mail-sent materials.

Investigations continue to clarify the content of the envelope, the nature of two other cases and the eventual responsibility of persons involved.
