The end of expensive roaming fees? Kosovo towards calls and internet without additional EU fees

Kosovo citizens may soon benefit from phone calls, text messages and mobile internet without additional roaming tariffs during trips to European Union countries. The European Commission has launched the negotiations process with the six countries of the Western Balkans, with the goal of the change being realised in early 2027.

This initiative is expected to significantly facilitate communication for citizens travelling to EU countries, enabling them to use telephone services under the terms of their local packages, without the additional tariffs currently applied to the roamgun.

The European Commission has opened bilateral negotiations with the six Western Balkan partners for their involvement in the European Rojmin regime, known as Ryam Like at Home.

The initiative was warned by European Commission President Ursula von der Leyeen during her visit to the region in October of this year.

What does that mean for Kosovo citizens?

If the process ends successfully, citizens travelling from Kosovo to the countries of the European Union will be able to make calls, send messages and use mobile internet under the terms of their local package, without additional payments only because of staying abroad.

The same opportunity is intended for citizens travelling from EU countries to the Western Balkans.

However, this does not mean that all phone services will be free, as use will continue to depend on the tariff package and relevant rules of operators.

What should happen before the tariffs are removed?

The process will take place in several phases, beginning with negotiations between the European Commission and each of the six Western Balkan partners.

The countries of the region must harmonise their legislation and rules with European Union standards for roamgun.

This includes adapting the regulatory framework, as well as co-operation among telecommunications operators.

Following the completion of agreements and confirmation of the fulfillment of European requirements, the European Commission is expected to propose to the EU Council expanding the area of roaming to include the Western Balkan countries.

When is it expected to take effect?

According to the target presented, the removal of additional roaming tariffs could be realized early in 2027.

However, a final date for the regime’s entry into force has not yet been set, as implementation depends on the outcome of the necessary negotiations and procedures.

If achieved, this initiative would constitute an important financial relief for Kosovo citizens who travel to European Union countries, especially for those who often travel for work, studies, or family visits.
