Kosovo Institute for Justice ( The IKD has estimated that the European Commission’s 2026 report on Kosovo confirms the state of concern in rule of law, the functioning of democratic institutions and implementation of reforms.
According to the IKD, especially disturbing is the assessment that Kosovo has not noted progress in functioning the judiciary, marking deterioration compared to the three years in advance. Meanwhile, only limited progress has been recorded in fighting corruption.
The IKD stresses that the political and institutional crisis, blockades and delays in decision-making have hampered implementation of reforms and negatively impacted the European integration process.
Institutions and political subjects have direct responsibility for creating conditions that ensure democratic functioning, respecting the Constitution and the continuation of reforms, the IKD notes.
The institute also cited criticism of the report of the public broadcaster’s financial crisis.
The IKD has called on institutions responsible for taking concrete measures to implement European Commission recommendations.
Kosovo does not need to repeat promises of reform, but for functional institutions, political responsibility and measurable results, the IKD points out.
