Lassen: Serbia not prevents Kosovo membership in international organisations

Denmark’s permanent representative to the United Nations Organization ( The UN, Ambassador Christina Markus Lassen, has called for full implementation of the 2023 Agreement on the road towards normalising relations between Kosovo and Serbia.

At the UN Security Council meeting for Kosovo on 20 October, Lassen said that Kosovo should move forward with the establishment of the Association of Serb majority municipalities, while Serbia must fulfil its pledge not to oppose Kosovo’s membership in international organisations.

She stressed that both sides have responsibilities and that sustainable progress requires the implementation of trustful pledges, not short-listing only the commitments they make.

Denmark welcomed the formation of the Assembly and the Government of Kosovo, as well as the election of the president, praising that these developments create opportunities for restoring institutional continuity and advancing needed reforms.

Lassen said institutional stability should create new space for substantial engagement in the facilitated dialogue by the European Union. She praised the practical progress achieved this year, including the agreement on implementing the Foreign Law, as an example of co-operation that could bring solutions to citizens.

The Danish ambassador also called for greater involvement of Kosovo Serbs in public institutions and treatment of concerns of non-US communities. She stressed that decisions affecting these communities, including property issues, collapses and expulsions, should be made after meaningful consultations.

It demanded that allegations of abuse of office by police be investigated impartially, as well as to ensure effective representation of non-party communities in justice institutions.

Speaking of security, Lassen urged all sides to show restraint and avoid unilateral actions that could increase tensions or undermine dialogue. She expressed regret over Serbia’s lack of sufficient progress to secure responsibility for the 2023 Banjska attack.

Regarding Kosovo’s Specialised Chambers, it called for respecting the independence of the judiciary, stressing that any opposition to the bias should be followed through regular complaint procedures.

Lassen praised UNMIK’s work on confidence building and promoting dialogue, in co-operation with KFOR, EULEX and other international partners. She said a strategic review of the mission’s mandate, defined in 1999, could help him better adapt to current needs on the ground.

In the end, the ambassador reaffirmed Denmark’s support for Kosovo’s full integration into the international community, stressing that this commitment will continue even after Denmark’s membership in the Security Council ends.
