LEX means Dren Paca changes rules to Special Prosecutors.

The task of Chief Special Prosecutor of the Republic of Kosovo Dren Paca’s office has made an important decision through which the procedures for recording subjects and initiated investigations on official duty are changed, the Signal newspaper reports.

Under the new ruling, special prosecutors can now seek directly from the Register Office the number for registration of the course, with the aim of launching investigations according to official duty, without having to take the chief prosecutor’s authorisation in advance.

This change is made through the completion and change of the Guide for the daily activity of the Special Prosecution Register.

In the communiqué issued on October 2026, the Special Prosecutor has indicated that the decision has been made in line with prosecutors’ functional competencies and independence.

With this decision, the elimination of an administrative step is aimed at facilitating prosecutors’ procedure to initiate criminal investigations that fall into the Special Prosecutor’s competence.

The change is expected to enable a more direct procedure of recording subjects, without the prosecutor’s preliminary authorisation of the step being needed.

By the Special Prosecutor, it is stressed that this decision is also intended to promote prosecutors in the initiative of investigations under official duty.

The institution has refocused commitment to fighting organised crime, corruption and investigating all criminal acts that fall into its competence, in line with legislation in force.
