Doubts of misuse of official office, conflict of interest and dozens of contracts linked through negotiated and confidential procedures. Kosovo Police Procuration Director has been put under investigation, while Kosovo Police Inspectorate ( The IPK has requested his suspension from office until the outcome of the criminal investigation.
Kosovo Police Inspectorate has announced on Thursday, November 5th that it has recommended the Kosovo Police Director General’s suspension of the procurement director, to whom preliminary investigations are under way.
At the centre of the investigation are dozens of public procurement contracts, carried out through negotiated and confidential procedures, for which the criteria and legal obligations are being considered.
According to the IPK, allegations include criminal abuse of office or official authority, as well as issues related to conflict of interest in procurement processes.
Tens of contracts under investigators’ pipe
Investigators are looking at the way procurement procedures, decision-making for relevant contracts and responsible persons’ actions have been developed.
Attention is particularly focused on contracts carried out through negotiated and confidential procedures, which have doubts that require further verification.
However, The IPK has not disclosed the value of contracts, the period during which concrete violations allegedly committed in each of them were committed.
Temporary leave required
To guarantee the integrity and the prosperity of the investigation, The IPK has recommended the Police Director General’s suspension until the outcome of the criminal investigation.
The suspension recommendation does not mean that the decision to temporarily quit has already been made.
The inspector has indicated that investigative actions are under way in co-ordination with the Special Prosecutor of the Republic of Kosovo.
Because of the phase in which the investigation was in, The IPK has not provided further details of the case.
This development comes at a time when Kosovo police are involved in changes to governing structures, while already one of the important positions for public contract management has become the target of criminal investigations.
It remains to be seen whether the General Director will approve the recommendation for suspension, while investigations will determine whether doubts against the official rely on sufficient evidence for further prosecution.
