The Gjakova municipality is demanding over 14m euros in damages from the Government of Kosovo, in a judicial dispute related to financial obligations derived from collective contracts in the education sector, the Signal newspaper reports.
The case is under discussion in court, where, during the hearing held on Tuesday, October 20, 2026, the tribunal’s competency has been discussed for reviewing this indictment.
The contract is linked to the collective education contracts of 2017 and 2021, for which the Gjakova municipality claims the Government has imposed financial obligations without providing the necessary budgetary means for their fulfillment.
Through the indictment, the municipality is seeking compensation of a total exceeding 14m euros.
During the hearing, Judge Durim Osmani has indicated that the issue of competence will be re-evaluated, respectively, if the dispute should be addressed as civil or administrative issues.
This assessment is expected to precede decision-making regarding the proposal for financial expertise, which would be aimed at reviewing the monetary claims presented in the indictment.
The prosecution party representative Vjollca Shyti was submitted to the session, while the accused side was not present.
The court has not yet taken a merit verdict over the request for retaliatory, while competencies remain to be determined for further handling of the dispute.
