Citizens expect quality services, fair decisions, and a country that serves their needs.
Thus, Kosovo Prime Minister Albin Kurti said at the fourth edition of the Koso International Conference va PAR 2026, where the focus is public administration reform, digitisation and strengthening of citizens’ trust in institutions.
The conference, organised by the Ministry of Digitalisation and Public Administration, is being held on this year under the topic of public value and shared goods among people, trust and digitalisation.
Citizens expect quality services, fair decisions, transparent institutions and a state that responds to their needs, Kurti has declared.
According to him, public administration reform should bring concrete results to the lives of citizens, while institutions should co-operate to make services simpler and more accessible.
The citizen should not recognize the state’s administrative map for a service. It is institutions that need to co-ordinate and respond to it in a simpler and more integrated manner, the prime minister has stressed.
Kurti has also talked about using artificial intelligence in public administration, underlining that technology should be used responsibly and in the function of public interest.
Technology should serve public interest. Using artificial intelligence should be responsible, transparent and safe, with human oversight and respect for citizens’ rights, he said.
The prime minister has also stressed that trust in institutions is built through fair decisions, transparency and accountability, while professionalising the administration remains important for advancing reforms and Kosovo’s European integration.
While Development and Public Administration Minister Lulezon Jagxhiu has stressed the importance of reforms and improving public services.
The real result is a better service, a more fair decision making and an institution that responds to the needs of citizens and bears responsibility for his work, Jagxhiu has declared.
