Works begin for ammunition factory

At Jahoc in Gjakova, the first works have been launched for construction of one of the most important defence industry projects in Kosovo. The defence ministry intends that by the end of this year, the first testable production of ammunition in Kosovo will begin.

But the challenges to functioning the ammunition factory are bigger than building the facility. The operation of the factory requires meeting a series of conditions: from legal basis and administrative procedures to installing technology, training personnel and safety standards.

These very challenges, according to experts, question whether the first test production can begin within the announced deadline.

This is the area where the Munition plant at Jahoc in Gjakova is scheduled to be built. The location where this industrial complex will be established has already started first works. Heavy workers and machinery, engaged in initial interventions for preparing space where the first ammunition factory in Kosovo is expected to be built.

The Ministry of Defence confirmed for RTK that the project is being implemented according to the previous dynamic and agreement signed with the Turkish state company MK.

Jobs on realising the ammunition factory project have begun and are continuing under the agreement signed with the Turkish state-owned company MK. Under the previous deadlines, it is expected that by the end of this year the first testable production of ammunition will begin in Kosovo. This project includes not only the construction of a plant but the creation of an industrial munitions production complex, with support infrastructure, testing labs and calibration, warehouses and other items needed for its operation. So said the cabinet chief’s response to the Ministry of Defence, Liridona Gashi.

However, the deadline warned of launching ammunition production by the end of this year is seen as difficult to bear with security affairs connoisseur Hysen Gecaj.

I don’t believe it can be achieved in such short time to start producing ammunition. It’s impossible. We do not have a law adopted by the Kosovo Assembly for military ammunition, said Hysen Gecaj, expert on security issues.

On the other hand, security affairs connoisseur Arben Dashevci, delays in implementing the project link them to administrative and legal procedures that must be closed between Kosovo and Turkey.

I definitely see these delays as procedural or administrative aspects between the two states, because it is the partnership of the Republic of Turkey, in this case a very serious plant for ammunition production, and Kosovo, said Dashevci, connoisseur of security issues.

In parallel with preparations for construction of the factory, the Defence Ministry had launched several months earlier procedures for recruiting personnel to be engaged in this industrial complex.

The competition included different positions and specialised profiles from several professional areas, as part of preparations for operating the factory.

In December, two years are made by the signing of the agreement between the Government of Kosovo and Turkish state defence industry producers, The MEC, for the establishment of the ammunition factory in Kosovo, said that Kosovo will begin at the end of December with ammunition production. Two years later, the question is, will the first ammunition in Kosovo be produced this year, or will production be extended beyond the announced deadline?
