SPAK expands investigations into Vlora Hysenii, allegations of 450 thousand euros transfer to brother’s company in Germany

The Special Anti-Corruption and Organised Crime Foundation ( SPAK) in Albania has expanded investigations into former State Intelligence Service ( SHISH), Vlora Hyseni, under investigation into suspected corruption and questionable financial transfers.

At the centre of the investigation is a transfer from 450 thousand eurosWho was allegedly destined for a company in Germany, whose representative turns out to be Hysen’s brother.

According to information published on the investigation, the SPAK has sent literature to Kosovo and Germany, aimed at providing information and documentation regarding financial transactions being investigated.

From the investigation records it turns out that the company ʹFortis Baton’s sh.p.k. had initiated a 450 thousand-euro transfer to the German company Erd & Tiefbau Dingler GmbH).

The transaction, dated February 26, 2024, gave the description of payment for a loan contract, while the following day, February 27, 2024, had been cancelled.

The German company’s representative is Izet Dingler, identified as Vlora Hysen’s brother.

Allegations of the use of AKSHI funds

Investigations have also focused on suspicions that funds from the National Information Society Agency ( AK SHI) may have been used for illegal profits.

According to prosecution claims, there are reasonable suspicions that Ergis Agasi has used funds linked to the AKAI to corrupt the former head of the SSHA, in exchange for providing classified information.

The SPAK doubts financial transactions through private companies may have been used to hide the origin and nature of illegal profits.

As part of the investigation, Ardit Sota and Genc Shima have also been questioned, regarding financial relations between the companyFortis Betonı and subjects in Germany.

Both have claimed they are unaware of the alleged works and do not recognise representatives of German companies.

Transmission has not halted doubts

Although the 450 thousand-euro transfer had been cancelled, the SPAK estimates that this fact does not rule out suspicion of an unfair promise or accepted benefit.

According to high suspicions, the benefit may have been linked to providing classified information by the former director of the S.H.I.A.

Investigations are continuing to clarify whether suspicious transactions are related to criminal acts of corruption and illegal benefits from public procurement.

So far, these claims remain part of the investigation and do not constitute the final conclusion of the criminal responsibility of the cited persons.
