Kosovo Parliament Speaker Albulen Haxhiu has called for full investigation into the women’s death in Vitomirica of Pec, stressing that institutional treatment of its defence requirements should also be considered.
In a Facebook post, Haxhiu has said the investigation should include the way the victim’s sentences were handled, how the danger to her life was assessed, and what measures were taken to protect her.
She has recalled that Arlinda was killed just minutes after returning home from the police station, where she had denounced domestic violence. Also, three days before the murder, she had sent a letter to the Prosecutor’s Office, warning of the danger to her life.
These circumstances require full investigation. When a childicide occurs after the victim has sought protection, the investigation must go beyond the assassination and include the way its charges have been handled, how the danger has been assessed, and what measures are taken for its defence, Haxhi wrote.
It has called for any possible institutional action and inaction to be considered, and that, in cases where offenses are found, appropriate responsibility be determined.
Haxhiu has indicated that, within the framework of the Parliament’s supervisory responsibilities, he will seek from relevant parliamentary commissions to examine the functioning of mechanisms for protection from domestic violence and childicide prevention, with particular emphasis on risk assessment and inter-institution co-ordination.
