Almost half of Holland’s House of Representatives deputies have used artificial intelligence tools ( The IA) for preparing parliamentary speeches over the past year has revealed a joint investigation of the weekly De Groene Amsterdammer and the platform of investigative journalism properly Investico.
Under the investigation, 68 out of a total of 150 lawmakers have given speeches containing text generated by IA tools, including ChatGPT and Claude.
To reach these findings, journalists analysed the speeches of all MPs using the Pangram, a tool intended to identify texts created by artificial intelligence. Statement statements by MPs were included during parliamentary debates, while interventions and motions were ruled out.
The investigation took into account only the texts for which more than 50 percent of the content was generated by the IA. This implies that the number of lawmakers who may have used such tools may be even higher.
Another investigation finding was that some MPs had used materials created by artificial intelligence even in their first speeches to parliament. These speeches are traditionally considered personal contributions, with which a deputy at the institution’s first presentation is marked.
All lawmakers identified in the investigation admitted to using artificial intelligence, but stressed that they relied primarily on it to improve the structure of sentences, cut back on texts, or perfect their arguments.
The use of IA by political representatives in the Netherlands has been recorded earlier. Previous reports have revealed that Prime Minister Rob Jetten regularly uses artificial intelligence to draft social networking posts.
Meanwhile, a separate public broadcaster investigation The NOS has found that nearly a quarter of the written questions presented in parliament were prepared with the help of artificial intelligence.
