The European Commission has recorded in the Kosovo Report for 2026 the use of harsh language and accusations against journalists by senior government officials, including Prime Minister Albin Kurti. According to the report, Kosovo has legal guarantees for freedom of expression, but the conditions under which media work must improve.
During the period covered by the report have been recorded 35 cases of physical assault, verbal attacks or threats against journalists, a significant decline compared to the previous year. The report cites the prevention of journalists’ work by security officials, cyber harassment and the publication of personal journalists’ data.
The commission urges public officials to refrain from statements targeting or discrediting journalists and calls for attacks and intimidation to be punished.
Media ownership and access to public documents
The Commission states lack of transparency in ownership and media financing. The registry covers only licensed radios and televisions, while the market share data that each medium owns is not public.
The report also cites delays and obstacles facing journalists when searching for public documents, as well as the difficulties of the Serbian language media to obtain information in that language. Low wages and short-term contracts continue to affect the working conditions of journalists.
