Geralla presents the report in the case of Zekaj: Institutions Had Serious Warnings

Justice Minister Donika Grovalla has stated that the responsible institutions had received repeated and serious warnings of the danger Arlinda Zekitaj faced before she was killed on October 25th in Vitomirica in Pec.

At a media conference where it is presenting the report on institutional actions and inactions in this case, Gervala has said the documentation examined so far has calculated serious shortcomings, delays and inactions by responsible institutions.

According to her, the report includes the period from the first report by Arlinda Zekiaj on July 10th, until its murder on October 25th. However, she has stressed that the report is not yet complete, as some institutions have not returned or handed in all required documentation.

The report relies on the documentation provided by responsible institutions, and analyses their actions, but also their inactions from the first report by Arlinda Zekiaj on July 10th to her murder on October 25th. The report is only partially complete. Because the Coordinator’s office has not received detailed answers from all responsible institutions. Of some of them, we haven’t even received an answer yet. On several issues, we still expect additional documentation and additional clarifications. However, the document thus far highlights serious shortcomings: delays and institutional inactions. The most disturbing condition is that Arlinda Zekiaj was not killed without warning. The responsible institutions had received repeated and serious warnings about the danger to her life, Gervala has declared.

Presenting the chronology of the case, the minister has indicated that on July 10th 2026, Arlinda Zekaj had reported physical and psychological violence from her first husband to the Kosovo Police.

According to Gervala, she had reported the threats, handed evidence of violent actions, and informed the police that the husband owned weapons with permission.

Another concern, according to the minister, was the inability to return to the common house and have regular contact with her 12-year-old son.

Another constant concern was the inability to return to the common house and have regular contact with her 12-year-old son. Although her coworkers reported that her husband and family members who stood there against her will prevented her from entering her property. On September 7th, Arlinda Zekaj requested an emergency defence order from the Foundation Court in Pec. That same day, she wrote to the court that she was afraid of her life and her child. So the danger was reported, expressly, and it was documented, Gervala said.

On September 7th, Arlinda Zekaj had requested emergency protection orders from the Constitutional Court in Pec. That same day, she had written to the judge that she was afraid of her life and that of the child.

On September 7th, the court partially approves the request for emergency protection. On September 9th, two days later, Arlinda Zekaj opposes that decision because it did not include caring for her son, the minister stressed.

Commenting on the treatment of the Constitutional Court in Pec, Gervala has said the report has recorded violations of legal deadlines during the procedure for emergency protection orders.

She has announced that on September 7th the court had partially approved the request for emergency protection, while on September 9th Arlinda Zekiaj had rejected the decision, as it did not include caring for her son.
