Opposition MPs have addressed a series of criticisms against the functioning of the Kosovo Competition Authority, claiming irregularities in the leadership of this institution, unable to exercise the mandate of the two members, and failing to hold meetings regardless of the quorum.
These concerns have been raised at the Commission for Economics, Industry, Undertaking, Trade and Innovation, where the report of members of the Competition Authority Commission for the situation in the institution was envisioned.
But that reporting was unable in the absence of MPs from the Vetevendosje Movement at the meetings, reports the KP.
Commission Chairman Arben Mustafa of the PDK has said that since May 2025 no meeting of the Competition Commission has been held, though, according to him, there has been quorum.
He has requested clarification from the chairman of this commission, Neime Binaku-Isoufi, concerning the legal basis on which the two members appointed by the Parliament have been unable to exercise the mandate.
After the documentation that we have accepted, two members of the commission appointed by the Parliament of Kosovo have been unable to exercise the mandate for a long period of time. Moreover, since May 2025 no meeting of the Competition Commission has been held, despite the quorum. And what we want to know from the commission’s chairman, Binaku-Isufi, who is responsible, the question is what is the legal basis on which the chairman has been unable to exercise the mandate given by the Kosovo Parliament to the two members of the commission… also another issue is the failure to implement the independent Council’s decision to oversee Kosovo’s civil service with regard to the general director. The general director of competition authority has two charges filed, but continues work normally, Mustafa has said.
While the other member of this commission from the Alliance, Burim Ramadani has described the situation in this institution as alarming, saying mutual claims of legal violations exist among members and leadership of the Authority.
Two explanations about the situation there, but the situation seems to be more than alarming, even if only one side is right is alarming. So we have one party claiming lawlessness for leadership, and we have the guidance that claims lawlessness for the other side. As such the only public and political form, institutional is the confrontation of both contenders. That was the goal last week and today. …This week it seems that the game with the state has gone to another phase, leading to today’s boycott of majority deputies — Vetevendosje and MEPs from minorities — a rumor that it is a majority. It’s incomprehensible if all the majority is missing… the movement is leaving supervision of institutions that have serious responsibilities… I had asked the Special Prosecutor to have commitment, to clarify any situation that is here, Ramadani said.
And the MP The PDK, Mergim Lushtaku, has criticised the majority’s absence, claiming that the Competition Authority has not held meetings for 40 months and that hundreds of tenders, including KEK, have not been addressed.
It’s very hard with a moment when the majority has votes and it survives decisions every time. The opposition can usually vote and draw away from commission meetings, engagement and hearings, because there is form and method for the market that the arrogance of the number is not necessarily and the argument won. It is clear here that these have no argument whatsoever… Clearly, there is also a combination of interests in this regard. We are talking about a very important institution in Kosovo that has not held meetings for 40 months, which had to be more than 500 to 800 tenders in KEK alone to handle. About 200 million in KEK alone treat companies for checkups and public money abuses. Clearly, there is an even greater hiding in this direction, Lushtaku said.
While LDK deputy Janina Ymeri has said that failure to operate this institution and actions it has described as illegal are at the expense of consumer interests, including monitoring prices of basic products and oil derivatives.
The Competition Authority’s issue has also been very active in the past legislature. I’m glad it’s time. I’m happier to see that power today, members of the majority are fleeing the confrontation. That’s for two reasons, the activities that have been done within the Competition Authority, some of them are not legitimate, and for more, the lack of Vetevendosje members today is amnising legitimacy and amnising the violence that has been done at the offices of the Competition Authority.
So, if we talk about violence, today violence is being overcome in the absence of presence in commission, office violence, and it doesn’t mean that violence is only gender-based. In addition, non-legagime activities are being organised and all at the expense of the consumer. It is seen that LVV has been campaigning for the consumer but works with a plan that goes to the detriment of interests like consumers today from basic products to oil and others, Ymer said.
