Changes to the leading structures of the Kosovo Police have sparked reactions and debates, while lawyer Besnik R. Berisha has come up with a clear stance: Police need deep reforms, but changes in positions should not serve as reasons for lynching and political labelling of officials who have built their careers over the years.
Police are state, not power. Reforms are necessary, links are not!
According to him, Kosovo Police need reforms that go beyond replacing names in leadership positions, for more professionalism, meritocracy and institutional responsibility.
Not every change is necessarily reform, as not every appointment is evidence of political influence, he stressed.
Berisha has rejected the immediate labeling of new leaders as people of power, remembering that many of them have exercised important tasks long before the coming of the current government.
We can’t recognize people’s professionalism for years and deny them overnight just because they took a position during the mandate of a government that we don’t like, it has been expressed.
He has stressed that this does not imply unconditional support for any appointment. Rather, any decision must be submitted to the criteria of legitimacy, merit and integrity, while allegations based on political influence must be investigated.
Berisha has called for leaders to be required results and accountability, rather than being tried in advance according to political perceptions.
We can’t ask for police depoliticisation, while we judge the police ourselves through policy prism, he wrote.
According to Berisha, the gap between legal criticism of power and injustice against the individual is essential for a responsible public debate.
He has recalled that Kosovo police are the republic’s institution, built with the contribution of thousands of officials over the years, and cannot be identified with any government.
Governments are temporary, while the institutions are of the Republic, Berisha has stressed.
The response has concluded with a message about the importance of principles, especially when they require the protection of people with whom we disagree politically:
Justice does not testify when we are applauded, but when we have the courage to defend it when it costs us. After all, the principles that change according to humans and governments are not principles. They’re interests! )
