The Kosovo government has spent only 225.5m euros from the 750.9m euros planned for capital investments during the first nine months of 2026.
According to data published by the GAP Institute, by the end of September only 30 per cent of the budget for these investments has been realised, while 525.4m euros have remained unspent.
GAP has announced that capital investments include projects in road construction, schools, hospitals and other infrastructure aimed at economic development.
The institute has clarified that the data only present the realisation of investments by the Central Government and does not include investments at the local level or those from the donor’s designated grants.
Also, according to GAP, a significant portion of the budget for capital investment is being used for paying judicial obligations, including those related to collective contracts.
