The case has raised questions about the actions of institutions, as the victim had sought protection and warned of the danger before he was killed.
According to Kosovo Judiciary Council report ( KDRC), Arlinda Zekaj, had protection orders from September 7th 2026, which had remained in force until the day of the murder.

The written answer from the Court had been sent to him on October 20, just five days before she was killed.
Also, three days before the assassination, Zekiaj was addressed with a letter to the Prosecutor in Pec, warning of the impending danger.
After the murder, the KDR ordered inspection of the court file. In the report released on October 28th, the institution found that the Court had issued a defence order and that relevant decisions had been sent to the Kosovo Police for implementation.
However, the report does not clarify whether defence measures were implemented in practice.
The KDR also disclosed that Albert Sylaj, the suspect in the murder, did not find in the defence order file. Only victims were involved, and her husband lives in that procedure.
Meanwhile, the prosecution’s indictment of the victim’s husband had arrived at the Court on October 26th, a day after the murder.
The KGS has warned the company of measures against officials who may be found to have acted contrary to the law.
Following Albert Sylajt’s arrest, the Constitutional Court in Pec has approved the prosecution’s request for the appointment of the detention measure.
